Perfil da pobreza: norte e nordeste rurais

Abstract

Este estudo apresenta uma análise da evolução da pobreza e da extrema pobreza no Brasil, contemplando quatro categorias de ruralidade: domicílios agrícolas, pluriativos, rurais não agrícolas, urbanos não agrícolas. Além de verificar se a pobreza e a extrema pobreza diminuíram e quantificar essa redução, a publicação mostra a relação dessa realidade com as mudanças na ruralidade, envolvendo os quatro grupos citados acima, compreendendo o período entre 2004-2013. Na obra, o leitor poderá encontrar uma série de indicadores e sua evolução, considerando-se domicílios extremamente pobres e pobres em cada uma das quatro categorias demográficas (ou, de ruralidade), destacadas no texto. A partir do Censo 2010 foram gerados mapas de pobreza por município, com ênfase nas regiões Norte e Nordeste, traçando um comparativo com outras áreas do país. O Censo Agropecuário 2006 também foi utilizado com o objetivo de caracterizar as diferenças presentes nos estabelecimentos de agricultura familiar entre as regiões Norte e Nordeste em comparação ao restante do Brasil. A publicação mostra, ainda, que a capitalização da agricultura familiar nas regiões Norte e Nordeste é um passo fundamental para a redução dos níveis de pobreza e das diferenças regionais. A obra integra a Série de Estudos sobre a Pobreza Rural, fruto de uma parceria entre o Centro Internacional de Políticas para o Crescimento Inclusivo (IPC-IG), o Programa das Nações Unidas para o Desenvolvimento (PNUD), o Instituto de Pesquisa Econômica Aplicada (Ipea) e o Fundo Internacional de Desenvolvimento Agrícola (FIDA), com apoio do Programa Semear.

This study presents an analysis of the evolution of poverty and extreme poverty in Brazil, considering four categories of rurality: agricultural, pluriactive, non-agricultural rural, and non-agricultural urban households. In addition to verifying whether poverty and extreme poverty have decreased and quantifying this reduction, the publication shows the relationship between this reality and the changes in rurality, involving the four groups mentioned above, covering the period between 2004-2013. In the book, the reader will find a series of indicators and their evolution, considering extremely poor and poor households in each of the four demographic (or rurality) categories highlighted in the text. From the 2010 Census, poverty maps were generated per municipality, with emphasis on the North and Northeast regions, drawing a comparison with other areas of the country. The 2006 Agricultural Census was also used with the objective of characterizing the differences present in family farming establishments between the North and Northeast regions in comparison to the rest of Brazil. The publication also shows that the capitalization of family farming in the North and Northeast regions is a fundamental step towards reducing poverty levels and regional differences.
